Cyber Research Systems is the corporation which completed development of Skynet and built the initial Terminator units (to replace US soldiers in field combat).The company is also known as Cyber Research Systems Corporation or simply CRS.

Terminator 3: Rise of the Machines
After the destruction of Cyberdyne Systems in Terminator 2: Judgment Day, the U.S. Department of Defense obtained Cyberdyne's patents and contracted with Cyber Research Systems to continue Cyberdyne's artificial intelligence projects.
At some point before Judgment Day, humans at Cyber Research Systems created several different series of relatively primitive Terminators to replace U.S. soldiers in field combat. After Judgment Day, Skynet-controlled machines created several more advanced series of Terminators, including the T-800 (although its models would not include the Cyberdyne Systems Model 101, since Cyberdyne Systems was destroyed), the T-850 (which is described in the third film as a T-800 upgrade) and the T-X, also known as the Terminatrix.
Terminator Salvation
The history of CRS is slightly modified from what was previously understood if Terminator Salvation is taken into account. Instead of acquiring Cyberdyne's patents after the company's headquarters was destroyed in 1995, its technology was acquired when Cyberdyne was sold to the United States Air Force at some point in 2003. Cyberdyne was either restructured into CRS or CRS already existed and merely assumed administration and development of Cyberdyne projects such as Skynet.
It should be noted that only the T3 novelization ever stated that Cyberdyne technology was acquired by the government after its company headquarters was destroyed. The T3 movie itself never stated this, and merely let the audience assume that fact. Therefore, Terminator Salvation does not outright contradict T3 movie, just the novelization of T3.
Notes
- CRS only exists in the Terminator 3 timeline.
- Notably, in CRS's timeline, the organization built Terminator units before Judgment Day. In Cyberdyne's timeline, the organization didn't build Terminators until after Skynet became self-aware.
- The fact that CRS was creating Terminators before Judgment Day in T3 might be one of the possibilities why in Terminator Salvation, Skynet is ahead of schedule in its development of its Terminator units when compared to the original T1 and T2 timeline. It merely built upon the research begun before Judgment Day.
